First, we will comprehensively strengthen fuel supply. Take multiple measures to increase coal production and supply, pay close attention to the signing and performance of medium - and long-term contracts for thermal coal, and concentrate resources to ensure the supply of thermal coal and natural gas supply for peak power generation.

The second is to promote all types of generator sets should be sent. We will ensure that the output level of thermal power is better than usual, save electricity and coal consumption by increasing hydropower, and encourage wind and solar power generation to generate more and more power and run out of energy.

Third, optimize power grid operation and dispatching. We will give full play to the role of a platform for optimizing the allocation of power grid resources, increase cross-region and cross-province mutual relief of surplus and shortage, standardize emergency dispatch, and ensure the orderly supply of electricity.

Fourth, we will improve emergency supply insurance plans. Encourage market demand response to reduce the peak power gap, urge all localities to refine and improve emergency supply guarantee plans under various circumstances, carry out actual emergency drills in advance, so as to be prepared and ensure that people's livelihood and key energy use are not affected under extreme conditions.

In addition, in view of the recent "package of policy measures to stabilize the economy" issued by The State Council, Meng Wei introduced that more than 20 policy measures directly involve the functions of the National Development and Reform Commission. In accordance with relevant arrangements and requirements, the National Development and Reform Commission has accelerated the implementation of various policies and measures, issued supporting implementation rules in a timely manner, and achieved positive progress and results in relevant work.

Specifically, in terms of stabilizing investment and promoting consumption, we will accelerate the implementation of major projects, including making greater efforts to promote major water diversion and key flood control and disaster reduction projects, transportation infrastructure projects such as coastal pier berths and waterway projects, and the construction of underground integrated pipeline corridor projects with conditions, so as to promote the formation of physical workload as soon as possible.

In ensuring food and energy security, the focus is on improving pre-plans and enhancing capacity. We will promptly start the construction of a number of nuclear power and hydropower projects, accelerate the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi and desert areas, and do a solid job in improving the storage capacity of coal, crude oil and other energy resources.

In terms of ensuring the stability of the industrial chain and supply chain, it is important to open up the blocked points and smooth the circulation. To guide and urge local governments to comprehensively clean up and cancel unreasonable charges in the water, electrical and heating industries, continue to pay attention to and actively promote the resumption of work in key areas to reach production, material support and other related work.

When it comes to ensuring the basic well-being of people, the emphasis is on implementing the mechanism and holding the bottom line. We will urge and guide local governments to earnestly implement the mechanism for linking social assistance and social security standards with price increases, and ensure the supply and stable prices of important goods for people's livelihood. At the same time, we will work with other relevant departments to actively promote the implementation of fiscal, monetary and financial policies and form synergy in stabilizing growth.
